The Division 1 - Doubt before buying again

I already used the TD1 a while ago and everything was ok.

But before I buy again, I have a few questions:

Is the cheat updated and all functions working perfectly?

Another doubt, as currently due to the game being somewhat "dead", there are very few players. If I can mainly use these functions without worries playing solo, campaign, multiplayer, and I won't be banned:
Silent Aim
No Recoil
No Spread
No Sway
No Reload
Fire Rate
