No, that's not the case. Because I usually live in Australia, but during the Chinese New Year, I go back to China to celebrate, and I'll be there for a little over a month. I'm returning to China in a week, so I need to activate the software on my computer in China to avoid incurring reset fees due to changing devices! Is this not allowed? I have two computers in different countries. Is this not permissible? You are allowed to have as many accounts as you wish for as many pc's as you want. However that does not count as a referral.
