If you can't spend all that right away, an option would be to just get some of the more important stuff for gaming. Get the top of the line processor and decent graphics card, maybe NVidia 770 or 760, then get a smaller HDD and probably no SDD.
Thats already probably 300 off the price.
Then you can meander around looking for a decent but cheaper motherboard.

Also with school starting up, look around for some discounts going on. I know HP and Dell are big with school discounts you might be able to find something with them that's cheaper, but not as higher end as you might be looking for, and that's prebuilt (saving you a little time).

Intel Core i5 4690 is a little bit better and more reliable.
Gigabyte H97M is fine as long as it's the new revision. (rev 1.1)
GTX 960 sure, why not.. go for it! definitely a great card for 1080p on medium/high.
16GB RAM, be sure its a company you can trust. not some cheap ram that will die in a year or so.
And definitely try to get an ssd with minimum of 128GB for OS/Programs. you'll have extra 60~70GB to use for games after installing all the programs.
About the windows part.. I'm not sure if it's worth the money.. You can always get a legit cheap key for windows 7 or 8.1 and then upgrade it to 10. (If it's included in the price, then go for it.)
