Yes, you do get access with the premium package. The security is the same as for every other game, whether it's under development or not. Currently, it is undetected, but there is always a risk of getting caught. No cheat is completely undetectable.
"Under development" means there are still features missing, and there might be a few bugs that need to be fixed. However, there is a basic working cheat.
