No, the WW3 cheat is only available in the Premium Package.

How much of fps is this cheat eating? My game is laggy already and is this going to be worst with it ?

Our cheats hardly impact FPS, in my experience it's about a 10-20% FPS difference with the cheat versus without. So for example if you normally run 100fps in game, you might run between 80-90fps.
This all depends on the hardware you are currently running though.
I run a 2060 Super, i7 8700 with 32GB of ram running at 1440P, below will be some examples of my FPS with our cheat.
MW2019: 110fps
WZ2: 120fps
Dead by Daylight: 90fps
Hell Let Loose: 60-90fps depending on the map
BF3/4/5: all ran over 100FPS for me
Halo Infinite: 90-100fps, depending on map and engagements
