Thanks for your suggestion, we might want to look into it as I saw lots of cool plugins with this idea even with a "@name" notification.
As for now you can use the basic function of vBulletin which is subscribing to a thread and receiving notifications or emails.

User tagging/mentioning as well as quote mentioning has been added
